In order to implement the social policy of the Government of the Republic of Tajikistan in 2023, the Ministry of Labor, Migration and Employment of the Republic of Tajikistan carried out activities aimed at implementing instructions arising from the Address of the President of the Republic of Tajikistan to the Majlisi Oli of the Republic of Tajikistan, instructions of the Government of the Republic of Tajikistan and the Executive Office of the President of the Republic of Tajikistan, and also for the implementation of sectoral programs and action plans. Improving the regulatory framework. In 2023, in order to develop the regulatory legal framework in the established area of legal relations, 19 draft regulatory legal acts were developed, of which 9 projects were adopted, 3 projects are under consideration by the Government of the Republic of Tajikistan and 7 projects are being agreed upon with ministries and departments.

In particular, the Decree of the President of the Republic of Tajikistan “On the establishment of a separate special quota for attracting foreign labor to the Republic of Tajikistan”, the Decree of the Government of the Republic of Tajikistan “On the State Program for Promotion of Employment of the Population of the Republic of Tajikistan for 2023-2027”, the Decree of the Government of the Republic of Tajikistan “ On the Strategy for regulating migration processes in the Republic of Tajikistan for the period until 2040”, “On the members of the board of the Ministry of Labor, Migration and Employment of the Republic of Tajikistan”, “On the medium-term program for the training of initial and secondary professional personnel from among youth for the national economy”, “On medium-term program for the development of productive employment in the Republic of Tajikistan for 2023-2027”, “On the general agreement between the Government of the Republic of Tajikistan, the Federation of Independent Trade Unions of Tajikistan and the Union of Employers of the Republic of Tajikistan for 2024-2026”, “On the List of works in which the use of labor is prohibited women and the maximum permissible load standards for them when lifting and moving heavy objects manually.” It is worth noting that according to the Decree of the Government of the Republic of Tajikistan dated December 30, 2023 No. 568 “On the List of works in which the use of women’s labor is prohibited and the maximum permissible load standards for them when lifting and moving heavy objects manually”, the previous list of works of 336 items on of which the use of female labor was prohibited was reduced to 194 items.

According to paragraph 3 of this resolution, the Ministry of Labor, Migration and Employment, Health and Social Protection of the Population, the State Control Service for Labor Safety in Industry and Mining under the Government of the Republic of Tajikistan, in agreement with the Federation of Independent Trade Unions of Tajikistan and the Union of Employers of the Republic of Tajikistan, has been entrusted with taking into account the automation of production processes and improving working conditions, with the aim of wide access for women to relevant professions and increasing profitability, take appropriate measures to further reduce this list.

In the world of work. One of the main tasks of labor and employment authorities in regions, cities and districts of the republic is to provide methodological and practical assistance and advisory services to existing enterprises, institutions, organizations and business entities in the direction of implementation and compliance with the requirements of regulatory legal acts on labor relations and the standard of living of the population.
In 2023, according to the action plan, officials of the labor departments of the structures of the Agency of Labor and Employment of the Republic of Tajikistan carried out explanatory work among employees of 8,851 enterprises, institutions and multi-sectoral organizations of regions, cities and districts of the republic and a total of 33,440 employees were provided with methodological and practical assistance on issues of clarification of the provisions of the Labor Code of the Republic of Tajikistan and other documents, legal norms governing labor relations and the standard of living of the population. In particular, during the period under review, employees of labor and employment authorities provided consulting services and practical assistance in 350 enterprises in cities and districts of GBAO, covering 1,904 workers, in 4,114 enterprises in cities and districts of the Sughd region, covering 9,497 workers, in 2,267 enterprises in cities and districts Khatlon region, covering 12,525 workers, in 622 enterprises in districts of the city of Dushanbe, covering 2,313 workers, and in 1,498 institutions and enterprises of cities and districts of republican subordination, covering 5,411 workers.
